How Do You Play a Card That "Cannot Be Summoned Normally"? — Deck Building Lessons From All 4 EX Characters
This article is commentary and analysis by this site. To keep it distinct from official facts, reasoning and speculation are clearly labeled.
The NARUTO Card Game has a card type called the EX Character. Its type line reads “EX Character,” and the first line of its rules text is always the same: “Cannot be summoned normally.”
Between the July 29 reveal and the Gen Con 2026 demo cards, four EX Characters now have readable faces. That is a small sample — but all four have legible [Summon Requirements], which is enough to compare how this game builds its trump cards.
This article lines up those four to work out the shared rules of EX Characters and the gap between their costs. Then it covers how many to run and what to build around them — explicitly flagged as general TCG theory, not confirmed NARUTO rules.
Scope note: this is compiled from cards already logged in our card database. EX Naruto, EX Sasuke and Manda were read from photos and scans of English-language demo cards handed out at Gen Con 2026 (SAMPLE watermark, NOT FOR SALE). Details may change in the retail product, and neither the rulebook nor the card list has been published. Where we interpret rather than report, we say so explicitly.
The four EX Characters

The first thing that stands out: none of the four shows a Chakra cost. Confirmed Character cards like Choji Akimichi and Kakashi Hatake N-009 print costs of 1–2, but no cost numeral is visible on the EX Character frames. In its place sits [Summon Requirements].
The shared rules — what “cannot be summoned normally” buys you
All four share two lines:
- Cannot be summoned normally.
- [Summon Requirements] Place … in your trash.
Read together, EX Characters are locked out of the ordinary “pay Chakra, put it on the field” route, and can only arrive by meeting their Summon Requirements instead. Since Chakra is a five-card resource, there is a hard ceiling on what Chakra can ever pay for. EX Characters sit outside that ceiling with a different currency.
And that currency is standardized: placing your own Characters in the trash. All four pay in board presence, not Chakra.
Unconfirmed: exactly when Summon Requirements can be met (Main Phase only? during the opponent’s turn?), and whether the Characters being trashed must be on the field or may come from hand, cannot be determined — the official rulebook is unpublished. The card text only reads “place 1 of your Characters in your trash,” and the zone is not always legible.
The Summon Requirements split into three tiers
Sorted by how many cards they demand, the four fall into a clean ladder.
Light — one Character
[Summon Requirements] Place 1 of your Characters in your trash.
One Character. No power requirement, no trait requirement. The loosest condition among the confirmed EX Characters.
Medium — one Character with 10 or more power
[Summon Requirements] Place 1 of your Characters with 10 or more power in your trash.
Still one card, but with a 10-or-more power rider — which turns out to be a heavy ask (more below).
Heavy — two Characters
[Summon Requirements] Place 1 of your Characters and 1 of your Characters with 10 or more power in your trash.
[Summon Requirements] Place 1 of your Characters and 1 of your {The Taka} type Characters in your trash.
The two SRs demand two Characters, and the second one is restricted — “10 or more power” for EX Naruto, “{The Taka} trait” for EX Sasuke.
Cost tracks payoff
Sort by cost and the return scales with it.

[Rush]: No/[On Summon]: Reveal the top card of your deck; if it is a non-EX Character, summon it
Only the two SRs have [Rush]. Since [Rush] means “can attack on the turn it is played”, the dividing line between the SRs and the other two is whether you can swing the moment you pay. EX Naruto’s POW 11 and EX Sasuke’s POW 10 / DMG 3 are the highest confirmed numbers in the game, and both can attack immediately.
The easy thing to miss — how heavy “power 10 or more” really is
The requirement that most deserves a second look is “a Character with 10 or more power.”
Lay out every confirmed card and you find that no non-EX Character has a base power of 10 or higher.
The highest non-EX Character is Jugo N-019 at power 9 — short of the bar on his own.
Power boosters, however, are confirmed:
- Naruto Uzumaki N-001 (Leader): [Activate: Main] Flip 1 of your CHAKRA face-down and choose 1 Character: it gets +3 power during this turn.
- Ino Yamanaka N-011: [Activate: Main] [Once Per Turn] If you have [Shikamaru Nara] and [Choji Akimichi], all three gain [Rush] and +5 power / +1 damage this turn.
Leader Naruto’s +3 takes Jugo (9) to 12 and Minato (8) to 11. And Minato Namikaze N-007 himself reads “[During Your Turn] If this Character has 10 or more power, it gains [Rush]” — referencing the very same number.
Now we are speculating: it looks as though “power 10 or more” is a deliberate design threshold. But whether a temporary power boost can satisfy a [Summon Requirements] check — that is, whether power is read at the moment the cost is paid — is unconfirmed, because the rulebook is unpublished. This is a must-verify item once the retail rules land.
The [On Summon] effects share a “give it back” design
Line the four up and a second pattern emerges: three of the four [On Summon] effects put a Character back onto the field.
- EX Naruto N-003: summon up to 1 [Naruto Uzumaki] from your deck or trash, with its effects negated
- Gamabunta N-005: summon 1 non-EX [Naruto Uzumaki] / [Jiraiya] / [Minato Namikaze] from your trash
- Manda N-022: reveal the top card of your deck; if it is a non-EX Character, summon it
You pay with your own Characters going to the trash, and the [On Summon] hands one back. Part of the cost is refunded by design. Gamabunta is the clearest case: the cards it can retrieve are named explicitly, and one of them — Minato Namikaze N-007, power 8 with boosters available — is a plausible candidate for the very Character you trashed to pay for him.
Note the rider on EX Naruto’s [On Summon]: “with its effects negated.” You get the body back, not the ability.
The exception is EX Sasuke N-014, whose [On Summon] is removal rather than recursion: “Choose 1 Character: K.O. the chosen card.” Paired with [Rush], that is a card designed to knock out a blocker and swing in the same turn — a different job from the other three.
General TCG theory — how to run a conditional finisher
What follows is not confirmed NARUTO Card Game information. It is standard thinking from other trading card games. None of it can be tested while the rules are unpublished, but it gives you a checklist for launch.
1. The enablers, not the finisher, set the real count
A conditional card’s strength is governed by the odds of reaching a board that satisfies it, not by how many copies you run. The {The Taka} Characters EX Sasuke needs are, so far, just three: Karin N-010, Jugo N-019 and Suigetsu Hozuki N-021. Stack finishers on a thin enabler base and they rot in hand.
As covered in our probability and mulligans piece, “odds of drawing it” and “odds of using it” are different numbers. For conditional cards, count the second.
2. Extra copies are the punishment
Cards that take time to enable tend to fall off a cliff in value from the second copy onward. The usual approach is to start low, then count how often the card sat dead versus how often it arrived too late. That is exactly the “swap one or two cards at a time” loop from our deck tuning guide.
3. Price “trash your own Characters” in board count
EX Characters trash one or two of your own Characters. One EX arrives, one or two leave — card count on board is break-even at best. The recursion effects exist to patch that hole.
In the language of our card advantage and tempo article, EX Characters are cards that lose on quantity and win on quality and speed. Which is precisely why [Rush] matters so much here.
4. Decide up front whether resolving it wins the game
Ultimately, a conditional finisher is judged on one question: does landing it convert to a win? DMG 3 against a Leader with 15 LIFE is 3 damage per swing. That is not a one-card kill. These read as cards that slot into a multi-attacker plan, not cards that end the game alone.
Summary — what is actually confirmed
- Four EX Characters are confirmed (EX Naruto N-003, Gamabunta N-005, EX Sasuke N-014, Manda N-022).
- All four pair “Cannot be summoned normally” with [Summon Requirements], and pay in your own Characters going to the trash — not Chakra.
- Requirements split into three tiers (1 Character / 1 Character with power 10+ / 2 Characters). Only the two that demand two Characters have [Rush].
- Three of four [On Summon] effects put a Character back on the field. EX Sasuke alone does removal.
- No non-EX Character with base power 10+ is confirmed. Confirmed boosters: +3 from Leader Naruto N-001, +5 from Ino Yamanaka N-011.
Still unknown: when Summon Requirements may be met, whether temporary power boosts count toward the check, copy limits, and whether EX Characters live inside the 50-card deck at all. The official site lists “1 Leader card, a 50-card deck, 5 Chakra cards and 1 Summon card” without saying where EX Characters go.
