Shisui Uchiha (N-016) Shuts Off the Only Known Way to Refill Chakra — Why His Price for "Negate" Looks Heavier Than 2 Life

This article is commentary and analysis by this site. To keep it distinct from official facts, reasoning and speculation are clearly labeled.

This is the 12th article in our single-card analysis series. Today we read Shisui Uchiha (N-016).

This card appeared in our count of cards that say “negate” and in our read of the Gen Con demo deck list. Both times it was paired with Kakashi Hatake (N-009) — never read on its own.

When we read Kakashi on September 18, we measured what “2 Life” costs against a LIFE of 15. Today we measure the other price. The short answer: within what is known, Shisui’s price looks heavier than 2 Life.

About this article: Shisui’s card face comes from photos of the English demo card (SAMPLE watermark, NOT FOR SALE marking) taken at Gen Con 2026. Neither the official website nor the official X account has published this card face or Japanese-language text. The effect text here follows the wording of previously revealed cards as our own reference rendering. Because the source is not an official one, this article does not include a quoted card image. All counts are taken from the 38 entries in our card database (24 with readable effect text, 12 with a readable Chakra cost). The official rulebook and card list are still unpublished, and we clearly separate speculation from confirmed fact.

1. Reading the card face

The effect text is two lines.

[Support] Koto Amatsukami [Support Activated] Negate that card. Then, from this turn until the end of your next turn’s End Phase, you cannot turn your CHAKRA face-up.

The jutsu name on line 1 reads “Koto Amatsukami”. As we found in our survey of the jutsu names on all 12 Supports, it belongs to the group that does not carry “Jutsu” in the English printing.

The part worth digging into is the second half of line 2 — everything after “Then,”.

2. [Support Activated] — only 2 known cards can interrupt here

First, the front half. Sort the 12 known Supports by when they can be fired, and there are only four timings.

When the 12 known [Support] cards can be activated
  • [During Your Opponent's Attack] 6cards(50%)
  • [Quick] 2cards(17%)
  • [During Your Main] 2cards(17%)
  • [Support Activated] 2cards(17%)

The largest group is [During Your Opponent’s Attack] with 6 — a timing that reacts to the act of attacking. Only the 2 cards with [Support Activated] can react to the activation of an opponent’s Support itself.

Those two are Kakashi Hatake (N-009) and Shisui.

CardCostText
N-009Kakashi Hatake N-0091Negate that card. Then, reduce your life by 2.
Shisui Uchiha N-0161Negate that card. Then, from this turn until the end of your next turn’s End Phase, you cannot turn your CHAKRA face-up.

The sentence structure is identical. Both open with “Negate that card. Then,” and in the second half you pay the price yourself. Both cost 1. The only difference is what you hand over.

Our August 4 demo deck article introduced these two as the “paired design” of the Naruto side and the Sasuke side. Today we measure the Sasuke side’s price on its own.

3. What “cannot turn face-up” actually stops

Search all 24 readable effect texts for the phrase “face-up”. Three cards come back.

CardWordingDirection
N-001Naruto Uzumaki N-001[Recovery] If it is the second turn or later, rest this card and flip all of your CHAKRA face-upEnables
N-012Sasuke Uchiha N-012(word for word identical to N-001)Enables
Shisui Uchiha N-016you cannot turn your CHAKRA face-upDisables

As confirmed in our August 5 Leader comparison, the two Leaders’ [Recovery] lines are identical, so as content there is only one of them. Which means:

Within what is known, the Leader’s [Recovery] is the only way to turn Chakra face-up. And Shisui’s price targets that one method precisely.

The opposite direction — “face-down” — appears on two cards: Chakra Card C-001 (“When using Chakra, turn this card face-down”) and N-001’s Activate: Main (“Flip 1 of your CHAKRA face-down”). As our Chakra Card roundup put it, Chakra turns face-down when spent and comes back face-up all at once via [Recovery] — the known texts describe only this one-way street.

Insert “cannot turn face-up” into that loop and the result is simple: Chakra that has gone face-down stays face-down.

4. How big is a 5-card wallet?

If only summon costs stopped, the effect would be narrow. But the official English site describes the game like this:

Use Chakra to activate face down support cards. Unleash Ninjutsu to stop their attacks!

The same line we quoted in our face-down reading article. Chakra is a shared wallet for both summoning Characters and activating Supports.

And the wallet holds 5. As our Chakra Card article covers, you set up 5 at the start of a game, separate from the 50-card deck.

Match that against the 12 known costs.

Known cards by readable Chakra cost (12 cards)
Cost 18cards
Cost 24cards
Characters whose cost is unreadable N-007 / N-011 / N-013 / N-0194cards

With 8 cards at cost 1 and 4 at cost 2, 5 face-up Chakra buys at most five cost-1 plays. Spend even one on a summon or a Support and it does not come back — that is the state you are in while “cannot turn face-up” is running.

Speculation from here: Kakashi’s “2 Life” shaves about 13% off a Leader’s LIFE of 15 as a one-time fixed cost. Shisui’s price instead lowers the ceiling on what your next turn can do. Holding a hand full of cost-2 cards and having just emptied your face-up Chakra are completely different situations, and the same line weighs completely differently in each — a situational variable cost. But with neither combat resolution nor the fine handling of Chakra announced, we cannot say which is stronger.

5. The longest known duration — and it points at yourself

Now the clause “from this turn until the end of your next turn’s End Phase”.

As organized in our August 12 article sorting 22 cards by duration, this is the longest duration known. Most known durations read “during this turn”; only two cards cross a turn boundary — Itachi Uchiha (N-013) with “during your opponent’s next turn”, and Shisui.

And those two point in opposite directions.

The only card where the longest known restriction points at its own controller. Less a statement about power level than the clearest known sample of how this game writes a price.

Note that “End Phase” in the text likely refers to the End Phase of the 4-phase turn confirmed on the official playmat handed out at Gen Con 2026.

Unconfirmed: [Recovery] reads “If it is the second turn or later, rest this card and flip all of your CHAKRA face-up”, which does not tell us whether it is optional or automatic. Nor is it stated what happens if you try to use [Recovery] under Shisui’s restriction — does the Leader simply rest with nothing flipping, or can it not be used at all?

6. Reading the numbers and the types

The stats are cost 1 / DMG 1 / POW 5 / HP 6.

By the bands in our full stat overview that is mid-range. Notably, HP (6) exceeds POW (5), and among the 8 known cost-1 cards it sits on the higher-HP side.

Speculation from here: As our removal count showed, 6 of the 7 known removal effects come out of the face-down zone. A card like Shisui, whose main job is to be set face-down, should be judged on its value as a held Support rather than on its stats on the field. A slightly restrained POW of 5 fits that reading — but with only 8 known cost-1 cards, we cannot tell how that cost band is designed overall.

The types are {Illusion}, {Uchiha Clan} and {Hidden Leaf Village}.

  • Only 2 known cards carry {Illusion} — Shisui and Itachi Uchiha (N-013). The two users of Koto Amatsukami and Tsukuyomi in the original work, side by side
  • {Uchiha Clan} appears 6 times (per the August 3 types article). Shisui does not have {The Taka}, which EX Sasuke (N-014) demands in its Summon Requirements — an Uchiha, but not a Taka part
  • {Hidden Leaf Village} is the most common known type at 20. Yet the only known card carrying both {Uchiha Clan} and {Hidden Leaf Village} is Shisui alone

That last point is clearer when laid out. Of the 6 cards with {Uchiha Clan}, N-012 and N-014 have {The Taka}, N-013 has {Akatsuki}, and Chidori Sasuke and the artwork version of Sasuke Uchiha carry no village type at all. The only Uchiha still printed as belonging to the Leaf is Shisui.

7. What we still do not know

  • The official procedure for [Support Activated] (how many times you may interrupt, whether it chains)
  • Whether [Recovery] is optional or automatic, and how it is handled under Shisui’s restriction
  • How much Chakra activating a Support costs (whether the printed cost covers both summoning and Support activation is unannounced)
  • Where “from this turn” starts. Shisui fires in response to an opponent’s Support, so the number of turns it locks may differ depending on whether it triggers on your turn or theirs
  • Whether Chakra can ever exceed 5 (no known card increases it)
  • The Japanese card name and effect text (only the English demo card has been confirmed)

All of these wait on the official rulebook and card list. We will update the card database page and this article as they are revealed.

Summary

  • Shisui Uchiha (N-016) is a Character card, rarity R: cost 1 / DMG 1 / POW 5 / HP 6, types {Illusion} {Uchiha Clan} {Hidden Leaf Village}
  • Only 3 known cards mention turning Chakra face-up. Two are the Leaders’ [Recovery] and are identical, so there is effectively one known way to refill Chakra
  • Shisui’s price, “you cannot turn your CHAKRA face-up”, is written to shut off exactly that method. The official English site says Chakra also powers Support activation, so summon costs are not the only thing that stops
  • Kakashi Hatake (N-009), the other [Support Activated] card, pays 2 Life in one lump. Shisui pays in instalments by halting resource recovery — same structure, different kind of price
  • The duration “from this turn until the end of your next turn’s End Phase” is the longest known, and the only case where the longest restriction points at its own controller
  • Shisui is the only known card carrying both {Uchiha Clan} and {Hidden Leaf Village}
